Of William Franklin and Son, ribbon manufacturers at 47 Bayley Lane, and elastic web manufacturers at West Orchard (whose records are represented by PA597). F.W. Franklin received a Bayley's School apprentice in 1879 (see PA368/137/6) and was named an executor under the 1882 testamentary papers of James Sibley Whittem (PA101/12/8, 9) - he was also a trustee under J.S. Whittem's precursor James Whittem's will from 1867 but disclaimed all responsibilities under both men's in 1896 (CCA/2/3/181/29.XII: PA56/104/4,5). A mortgagee of Sowe Fields Farm in 1902, he died on 19 Feb 1916 (see PA202/25/15,17). In 1914 he was a Bond's Hospital trustee (see PA242/3/27: PA56/57/3). In 1905 a J.P. - see PA67/42. On the city council, 1864-73. PA476/2/1 shows that Franklin was appointed a General Municipal Charities trustee in 1894. He was also a Sir Thomas White's Charity trustee - see PA540/2/8.IV: PA593/2.
