Born in 1904, Marshall was Deputy City Treasurer from 1935 and Treasurer 1944 - 64; he was Adviser on Local Government to the Sudan, 1948/9, and to British Guiana in 1955; on the Uganda Commission, 1961; on the Kenya Commission, 1962; on the Maude Commission for Local Government, 1966; Senior Research Fellow, Birmingham University, 1964 - 74, he wrote works on local government finance, and was a member of the Arts Council of Great Britain, 1973 - 76.
